Error with non-encompass theme

After installing the "911 memorial theme" from
http://www.designs4nuke.com/, I get the following error message right
below the header area:

Warning: Failed opening 'themes/memorial/top_links.php' for inclusion
(include_path='.:/usr/share/php') in
/var/www/virtual/dev/envolution/themes/911/theme.php on line 94

My questions are:

1.  Is Envolution supporting themes that work in PN .714, such as this one.
2.  What is the fix for this, if any?  In chatting last night, I seem to
remember that someone told me all I needed to do was add a blank *.php
file to the theme folder?
