Bug in encompass configurator?

I have had the following bug in the encompass admin area.

The themes come with "right blocks always on" set to 0.  In the encompass
configurator, I set "right blocks always on" (aka righton) to 1.  Everything
works fine and the right blocks are always shown.  However, in encompass
configurator, I am unable to set right blocks always on back to 0.  When I
try to do this, it goes back to first encompass configurator page, the one
with:

your theme  |   Active  |      Edit Theme | Remove Theme.

But at the top of this page, it gives the error:  "Encompass Argument
Error."
righton does not go back to 0, it stays as 1.

I asked on IRC for someone to confirm this bug, and I think Brook said he
did not get this bug.  But I think I may not have explained it to him
correctly, because I have had this error since 1.0.0 and its in 1.0.1 rc 10.
Ive checked for it first thing upon a fresh install.  So I think it must be
a bug.  With NoMoreBlocks I think right blocks always on may get more use
than before, so this should be checked.
