[EP-tech] Allows +Indexes on Eprints documents

Hi!

 =A0I would like to enable the listing of files and subdir in eprints
document so the user can browse the document structure. For example:

http://myeprints/<eprintid>/1

would list the content of the first upload. If a multiple upload, should
list all the content (dir, files and subdir). I remember this was the
default on Eprints 3.1.X.
