Dear Mark, You can upload any file format, wheteher it is listed or not. we at NCSI, Indian Institute of Science (IISc), Bangalore, India have experimented the same and uploaded JPEG, .rm, .mp3, files. it worked fine, however we did it with Eprints 1 long back. I hope it will also be supported in Eprints 2. About starting of a peer reviewed journal, I would suggest you to go to Open Journal System of Public Knowledge Project at University of British Columbia (http://www.pkp.ubc.ca/). This system provides all the functionality to start and publish a peer-reviewed journal. This free software is developed for this purpose only. The project leader Prof. Willinsky was recently in India and he has demonstrated this software. I am also giving the cc to him.
