Hi. EPrints has the following data model

One User has:
	* info ( name, username, email etc)
	* may create zero or more EPrints

One EPrint has 
	* metadata (title, year, subjects... whatever)
	* zero or more documents

One Document has
	* meta data (format, comment, security setting)
	* one or more files in the filesystem


EPrints itself does nothing clever with the files, it just links
to them, but you can do "clever stuff", like change the way it links
to them so they can be embeded, or served via a CGI tool or a
streaming server.

As for the peer reviewed journal issue... I have long term plans
to add a much more complex control system to eprints, but that is
still in the design phase.

EPrints does allow you to build your own scripts to access and
modify the data, so it's possible you could use this to export
records from eprints into a journal management system. It would
really depend what you wanted to do.

I have heard that several journals sit on top of arXiv, a very
large archive of physics papers. arXiv is not built using GNU
EPrints, but operates along similar lines.
