It is implemented as a field which takes it's options from a tree
of values which may be modified. 

Almost ALL of the fields in GNU EPrints can be modified or removed
entirely. You can also limit a field to only be requested for
certain types, eg. "book".

You can change the subject tree, or even have 2. Eg. we use one
for subjects and one for university structure. The "browse"
pages are then created as a heirarchy rather than a flat list.

Removing fields does have some side effects; you'd have to edit
the metadata-page renderer to not use that field, and the dublin
core generators, and remove it from the list of fields you can
search and remove it from the "generate views" config, so that
it can't be browsed.

The quick-and-dirty solution is to just edit metadata-types 
to disable it in all types, in which case it'll still be in the
database, but not ever set to anything.
