There is no specific way of limiting subscription by domain - but you could restrict the subscribe page using the apache config file. You can approve users by making a new user-type with no powers to do anything and make that the web-signup default. Then make the citation-style for that user type be something additional like "(NOT YET APPROVED)". Once every few days the admin can search for users of type "newuser" (or whatever) and change those she/he approves of to be "user". eprints.aktors.org currently does exactly this.
