EPrints 2.3.8 released!

 - Clone-eprint deprecated and replaced with options "new version" and
    "use as template".
 - Fixed bugs in interaction with Apache 2.
 - Improvements to coping with mysql 4.1
 - Fixed some issues with installer
 - Option to disable public information on users (for data protection
    concerns)
 - Improvements to interface
