You can modify the eprints template without using PHP. Just edit the
template-en (or template-it) file.

We are currently investigating the possibility of adding a SOAP 
interface. but that's
still in the planning phase.

You can get the body of any page under /perl/ by adding the CGI 
parameter "mainonly=yes"

You can get the body of the view pages by creating .include pages (see 
the 'view/browse' config
in ArchiveConfig.pm)
