[EP-underground] changing subjects list

I am trying to change the list of subjects displayed in the subjects list.  Essentially I want to delete most of the subjects and leave only 4 or 5.  So I created a new subjects file in ...archives.../cfg.  I then ran import_subjects archiveid and I then restarted the web server.  I now don't see any subjects.  So I restored the old subjects file and ran import_subjects again but I still don't see any subjects.  When I look at the time that subjects.html was created, I see that it did change when I created the first list but I tried to restore the old one an hour later and subjects.html was not touched - the date is still from an hour ago.

What am i doing wrong?  Any help will be appreciated.
