[EP-underground] allow uploading only metadata

Hi all, We at Indian Institute of Science (IISc), India are in the process of developing an institution archive using eprints 2.1.1 software. Here there is a question. Some faculties doesn't want to upload their full paper but they are agree to provide citations and abstract. But the current structure of Eprints force to upload the full paper. how to come out with that situation. we can hide those upload pages but in that case we can't have the full papers of others also. what is needed is there should be another button after putting all metadata, which allows to end the process without uploading the full paper. whoever want to upload full paper can proceed using 'next' button. In this regard, we would like to put the list of publishers which allow self archiving on our homepage . We are in the process of gathering such publishers.
