FastCGI not using Authorizer

I've checked everything I could think of, but FastCGI is not being invoked
as the authorizer with my configuration. Regular fcgi scripts, and indeed,
the script I want to use as an authorizer, work fine in the RESPONDER
mode, but the script I configured as an Authorizer is never invoked..

SERVER_SOFTWARE = Apache/2.0.52 (Gentoo/Linux)
mod_fastcgi/mod_fastcgi-SNAP-0404142202 mod_ssl/2.0.52 OpenSSL/0.9.7d
PHP/4.3.9

Snippets from conf:

FastCgiIpcDir /var/spool/fastcgi
FastCgiServer /var/www/fcgi-bin/login_auth.fpl

Within the VHost:

<Directory  /var/www/localhost>
  AllowOverride AuthConfig
  Options FollowSymLinks Includes
  AuthName private
  AuthType basic
  AuthLDAPURL ldap://localhost:389/<ldap auth stuff>
  FastCgiAuthorizer /var/www/fcgi-bin/login_auth.fpl
  Require valid-user
</Directory>

If I go to the server URL directly, it's fine. The login_auth.fpl script
is launched, and is waiting to respond to data. I've added mock code in
fcgi_config and verified that the config is picked up properly
(dir_config->authenticator is set to auth_server, and auth_server is
/var/www/fcgi-bin/login_auth.fpl).

I am thinking that apache isn't picking up/using the hook, or, more
likely, that the hook isn't being registered properly...

Help?
