cgi-fcgi not listening on FreeBSD 5.4

I'm trying to create a responder, but it's not listening on the port specified. FreeBSD 5.4-RELEASE-p2 # /usr/local/bin/cgi-fcgi -start -connect 127.0.0.1:2080 /www/rails/ test/public/dispatch.fcgi # ps wwaux |g test www 23461 0.0 2.0 21872 20416 ?? I 1:59AM 0:00.95 / usr/local/bin/ruby18 /www/rails/test/public/dispatch.fcgi netstat -anlp tcp doesn't list port 2080. Same command works fine on FreeBSD 4.10. Did I forget something to make it work on 5.4 or does it have issues? I've found a similar message[1] in the archives, but it was dated 1996 and on SunOS.
