Figured it out.

On Gentoo, the FastCgiIpcDir line occurs before the User/Group lines.  If I
insert extra User/Group lines before FastCgiIpcDir, it fixes the problem.

So it's a case of an incorrect error message.  The error message is talking
about the wrong line being in the wrong place.
