Try running this from the command line and see if you get a perl error.
Also, a much more straightforward way to use FCGI with perl is as follows:
use CGI::Fast;
my $count = 0;
while (my $q = new CGI::Fast()) {
print("Content-type: text/html\r\n\r\n",
"<title>FastCGI echo (Perl)</title>\n",
"<h1>FastCGI echo (Perl)</h1>\n",
