Which is actually a popular use of FastCgi.

I don't think that's an issue. suexec starts the server, which then 
starts listening to requests being handed down from FastCgi. I guess 
that the environment information is passed through the FastCgi protocol.
(That's just an educated guess. It would be nice to read a confirmation 
or falsification.)
