[ISAPI DLL] Partial receives are not handled correctly

The FASTCGI ISAPI module is now being maintained by the PHP group. Here it
is in their source tree:

I submitted a patch to this module as a PHP bug report a few days ago and
got a response that they were looking into it so it seems hopeful that this
is a viable repository.
