Missing per-request env

Hello!

I've got as far as getting tinyfcgi to count up as expected. But,
it doesn't get (or can't see) per-request environment
variables. (As a cgi program, it gets it's per-request environment variables as it should.)

I'm running Apache 2.0.55 on Windows 2000. I installed 
mod-fastcgi-SNAP-0404142202-AP2.dll and configured LoadModule.

For the development kit, I built a dll out of os_win32.c, fcgiapp.c and
fcgi_stdio.c (+ the required .h files). There's really no direction in the docs to do this but it's the only thing I could figure out that seemed to make sense.  (I'm using MS Visual C/C++.net (version 7). I got a bunch of
warnings from the compiler but I figured if others have made this work, the
warnings can't be all that important.)

The default dynamic configuration got the results mentioned above. So,
I now have tinyfcgi configured with FastCgiServer using the 
-initial-env option. The -initial-env option works just fine. But, tiny is
still not getting per-request environment variables!

At this point, I've run out of ideas for what to try next. 
Any clue at all would be appreciated. This is an important piece of software.
