Cant get FCGI to run on windows

Hi,
Im making an image server in c++ (an extension of IIP ImageServer ) which is
an fcgi program.  I have it working successfully on Linux but am unable to
run it on Windows.  I have been successfully able to compile and build the
program in WindowsXP using Dev-C++.The problem is when I run the server (on
either apache or myserver) I get an internal server error.  I also tried
writing a simple hello world fcgi program and I get the same problem with
that also.

My dev environment is as follows:
Dev-C++
MinGW
Dev-C++ dev packs (I added in zlib, libtiff, libjpeg, libfcgi)

I have no idea what im doing wrong so any help would be greatly appreciated.
