cgiwrapper doesn't get CGI environment variables?

I'm trying to use the FastCgiWrapper configuration with cgiwrap, and it 
doesn't work.  The reason was simple to debug -- no environment variables.

If I make a simple show-environment fcgi script and run it without the 
FastCGIWrapper command, it shows me all of the CGI environment variables.

But if I make a simple shell script that outputs the environment and 
make it the target of FastCgiWrapper, it outputs (to the http error log 
naturally) absolutely nothing.

If I add "FastCgiConfig -initial-env DOCUMENT_ROOT" I'll get an 
environment variable of DOCUMENT_ROOT that is empty, and likewise for 
all of the other common variables.  Here's an example where I output the 
6 common variables

REMOTE_USER=
REMOTE_ADDR=
DOCUMENT_ROOT=
SCRIPT_FILENAME=
REQUEST_URI=
PATH_INFO=
SCRIPT_NAME=
[Mon Apr 16 18:05:30 2007] [warn] FastCGI: (dynamic) server 
"/u/testweb/www/test/bin/env.fcgi" (pid 87509) terminated by calling 
exit with status '0'

Why is the environment cleared for FastCgiWrapper?  It is documented to 
work with cgiwrap, but cgiwrap needs a full environment...
