Add a single FastCgiServer process

I am using Apache 1.3 and running multiple fastcgi processes with the FastCgiServer directive.  The processes take a long time to start up so when I develop a new process (or a process that uses a different dataset) that I want to start on the same machine, I don't want to restart apache and have to restart all the other processes.  Is there a way to have Apache just start the new process (specified in a new FastCgiServer directive)?
