FastCGI cannot perform as a webserver.  FastCGI provides a basic interface
similar to
a webserver, but allows the background program to continue running in
between requests.

Many newer frameworks such as Mongrel, Passenger and other "MVC"ish
frameworks provide
webserver like capabilities.
