For the record only: IANA does not have any say in whether a new top-level type will be added or not. This is completely up to the IETF, for which IANA just serves as a clerical registry. It is true that years ago, an attempt to introduce a font/ top level type failed. A few months ago, there has been a new attempt to introduce a top font/ type. I think it would have had a chance, as the proposal also contained a number of actual font formats for registration.
