I think it's fine if the DBGPDebuggerService only works within the
plugin, where DLTK is available anyway. (At least for now; if there
will be a demand for it, it can always be changed.) BTW, the
DBGPDebuggerService should not be part of freemarker.jar, but of the
plugin. (Likewise I'm not necessarily happy with RMIDebuggingService
being part of FM, but whatever...)
