Freemarker Apache incubation voting was successfull

With 20 positive votes (13 binding and 7 non-binding) and no negative
vote, the vote to accept Freemarker into the Apache Incubator was
successful.

Thanks to Jacopo Cappellato for his work on this, and of all the
others who helped!

I plan to start moving over to Apache infrastructure after July the
5th (that's the 2.3.23 release date). Then comes the hard part,
graduating from incubation. We will need active contributors (active
community in general) for that!
