Expression options[value] is undefined

I've mucked around with this for hours now and I don't know what it wants. 
According to the documentation this should be a no brainer.


The FTL.
  <@spring.bind "foo" /> 
  <div>
  <h2>Program Select</h2>
    <@spring.formInput 'foo.name' />
    <@spring.formSingleSelect "foo.progId", nameMap, ""/>

The code. (Its just strings going into the map with string keys.
                Map<String,String> defaultList = delegate.getNames(id);
                rVal.put("nameMap", defaultList);



The problematic instruction:

 in user-directive spring.formSingleSelect
