I don't think that more than 50% of Java developers use Maven. Actually,
"vast majority" would mean much more than 50%. ;-)

As mentioned in my previous message, it may take up to one month for setting
things up, due to a change in policy for central repository uploads.

If people have an URGENT! need to use FreeMarker 2.3.14 with Maven, they
still have a couple of options (like for any Maven artifact, of course):

1. if you're an individual developer, install the jar file locally with mvn
install:install-file

  http://maven.apache.org/plugins/maven-install-plugin/usage.html

2. if you're in a company, I hope you have your own company repository (if
not how do you manage to live without? ;-) and in that case install the
freemarker.jar there with mvn deploy:deploy-file

  http://maven.apache.org/plugins/maven-deploy-plugin/usage.html
