I have a working implementation of this in freemarker.debug.* package;  
it's implemented so it works as a remote debugger using RMI. I haven't  
visited it in a while, so it's possible some bit rot has set in, but  
if you feel so inclined, have a look at it.

Just to be clear - there's no UI; just a server and client support for  
a RMI based remote debugging protocol; you'd need to build an UI  
separately atop of it. (If I were to undertake this again, I'd  
probably replicate the architecture I saw later in Rhino, which is  
basically a set of internal interfaces suitable for implementing  
either a JVM-internal or JVM-external debugger. The current one could  
probably also be refactored, but the current implementation is RMI  
based.)
