At least in Galeon1 (and all GTK1 programs), you can change all key bindings that are available as a menu item: just hover on the menu item and press the key you want to assign. I can't find a menu item for Ctrl+L, but File->"Open URL" does nearly the same - so you could just change the key for that menu item. Regards...
