If you want to work on Galeon, the best thing to do is to look at both
bugzilla and the TODO (I don't know if it's valid, but that is easy to
check with the cvs version if one feature is implemented or not), and to
work on the things you find most interesting. At the moment, it may be
safer to only look at bugzilla and to fix bugs: Galeon will be feature
frozen (I think it is, please someone correct me if it has been decided
not to push it in the gnome desktop 2.2 release) until January, so if
you add new features, it won't be possible for them to go in before that
date (if you don't mind, that's fine then).
Also if you want to add some new features, please ask on this list first
to know if it's ok or not, especially if they had new UI. So check with
this list to know if a patch doing this or that is likely to be
accepted.
Another mean to get in touch with developers is the #galeon irc channel
on irc.gimp.net
