But Phoenix is still XUL, it's basically a stripped down Mozilla.

I don't think this is reasonable. All distributions will include Mozilla
as a separate package, even if Galeon is made the default browser {of
GNOME}. Mozilla as a whole will most certainly be present in most
distributions.
