I think this is ok, but I know very little about favicons.

AFAIK this breaks the spec, thus it is not acceptable.

Exactly. We want to follow the standard. If the site is broken it can be
fixed.

Not implemented. I don't think it should be implemented because there is
a good standard way to do this. Anyway, I don't have a strong opinion.
