It seems that the real problem is that gnome, kde & others aren't
sharing data very well. Is there any possibility of getting
gconf/gnome/kde altered such that the setting in either kcontrol or
gconf is used, depending on the system which is running?

I guess this would work something like an extension for gconf to convert
kde settings to gconf (at runtime). Then there could be a dynamic
current_system key set at runtime based on desktop env which will
contain data which exists in both kde and gnome settings (such as
proxy). Galeon (and other apps) would then follow this key for all
system settings. It's certainly not easy, but would be a great advance
in Linux desktop integration (assuming other apps would also share the
functionality).

Who do we need to talk to about getting this a reality? 
Is anyone listening who would be interested in implementing this?
