Sure, but if these dependencies are implemented cleanly, then it would
be reather easy to make galeon fetch these data from other sources,
either controlled by command line flags, compile time options or
plugins.  So that a user that was interested in galeon could get a
galeon version that was independant of gnome, and able to fetch these
settings from KDE or config files or env vars.  Or perhaps even a conf proxy
that was able to decide which config source was best in the current user's
environment.

Not that I need this personally, but I can see it being useful for others.

Me too.  This way galeon can do what galeon does best, and the proxy
capplet can do what it does best.   And it could easily be replaced by
a proxy capplet that modified the KDE settings if that's what you wanted.
