I have no such variable (MOZILLA_COMPONENT_FLAGS) in my galeon make file
but I do have these:

MOZILLA_COMPONENT_CFLAGS = -L/home/jgbiggs/garnome-0.21.2/lib
-I/home/jgbiggs/garnome-0.21.2/include/mozilla-1.3a/gtkembedmoz
-I/home/jgbiggs/garnome-0.21.2/include/mozilla-1.3a/xpcom
-I/home/jgbiggs/garnome-0.21.2/include/mozilla-1.3a/string
-I/home/jgbiggs/garnome-0.21.2/include/mozilla-1.3a/nspr
 
MOZILLA_COMPONENT_LIBS = -L/home/jgbiggs/garnome-0.21.2/lib/mozilla-1.3a
-L/usr/X11R6/lib -lgtkembedmoz -lxpcom -lplds4 -lplc4 -lnspr4 -lpthread
-ldl  

as you can see, I added the suggested path to CFLAGS, and before there I
placed it in the beginning of LIBS and got the same error.
