Spinner gone after upgrade to libbonoboui-2.2.0.1

After upgrading to libbonoboui-2.2.0.1, the spinner is no longer drawn
in the Galeon 1.3.2 toolbar.  The space for it is allocated, but it just
isn't visible.  I've been trying to isolate where the problem is, and
found that it is related to the tooltips implementation change in
bonobo-ui-toolbar-control-item.c.  If this file is reverted back to the
2.2.0 version, the spinner shows up just fine.  I haven't been able to
isolate the problem further, so I figured I'd let you guys know as
you're more familiar with the source.
