A "bug" on selecting encoding.

Hi,

    I have just upgrade my galeon and mozilla with the combination "1.3b + 1.3.3"

    It is really great. But I got a problem.

    The function to select diff. encoding to view a page is a useful feature for me.
    However, it seems that, say, when a big is encoded in Big5, if I change to UTF-8
    The page doesn't refresh. Is it a bug? In galeon or mozilla??

    I also find a bug "when going to the www.gimp.org/install_help.html" it crash,
    But I think it is a bug on mozilla, as I also can't access that page by mozilla.
    However, I don't know which page can find relevant maillist regarding mozilla,
    can you show me?
