Judging from the description the suggested behavior sounds somewhat
inconsistent even internally.  However, the reason we aren't accepting
this patch is that we *want* the window to close when the last tab
closes.  The server mode is there to reduce the time it takes to restart
Galeon.

IIRC your reasons for not wanting to close the window at all were quite
unique, and this patch would be doing us more harm than it's worth.
