No, he couldn't.  A gesture is considered finished on mouse-up.  While
drawing the gesture another mouse-down or pressing a key cancels the
gesture.  When the cursor gets stuck as the little pencil, the mouse
button is already up, we just didn't see the mouse-up event.  Your
options are really only to cancel the gesture or cancel the gesture :)

With my 366 Celeron I can reliably get the cursor stuck, but the click
has to be really quick.
