  I just realized I was slightly wrong.  On regular downloads, the
download window is brought to front already.  The problem is when you
click on eg. a PDF file, a dialog appears, the you click on the Open
button, then the download to a temporary file starts _with the download
window hidden_, only then does the PDF viewer appear.  So, the problem
is when you want to open a file from the web, during the necessary
download before opening the file the download window is hidden, and the
user (me) is left wondering what's happening.
  And, BTW, I'm using galeon 1.3.3.
