I think so. I surprised when upgrading to galeon 1.3.4 (actually i had
used a previous snapshot).

Most of that "lost" configuration features are available through gconf.
The download manager is at /apps/galeon/Handlers/Downloading
The external program is set by "external_download_command"
and you can activate with "external_downloader"
