Yes, it's related to Gnome2, or more specifically a result from
following the HIG: (see fifth guideline)

IIRC, the shortcut was removed so that you can't "break" galeon by
accident, but as it happens you also lost the ability to "unbreak" it as
well :)

It probably depends on the kind of window that gets popped up.  The ones
I've seen are made intelligently; the window is pretty small, the links
in it open a new normal window, and generally the popup is meant to be
closed when ready.  YMMV.

Write a patch that follows the HIG (if not in letter, in spirit), apply,
compile, install, enjoy... =)
