bookmark handling issue

I've noticed that it is not easy to drag n' drop a bookmark  to an empty
folder in the bookmark editor. It is not clear the mechanism to manage
bookmarks then the folder is empty, sometimes it goes to the end of the
bookmarks list, sometimes up or below the folder, but never into it.
