I think this issue can be decided by looking at the image & link context
menu.  The navigation items (if any) in that menu must be the same as in
the context menus for plain images and plain links.  And in my opinion,
having the full range of navigation items would make it just too big. 
(We don't even have Properties in there yet.  I probably shouldn't
mention Up, but it just makes me feel some buttons are arbitrarily
dropped out for not so obvious reasons.  But let's ignore that for now.)

Adding just the Back item would keep the context menu size sane. 
Putting the item as the first one would provide nice consistency, it
would probably also feel weird to have a single item in the middle of
somewhere.

However it would also mean violating the "default action for object
(same as double-clicking the object)" rule for context menus.¹

All in all, in my opinion we should not be adding the navigation items
in context menus.  Even if the items were in the menus, given the size
of the image & link context menu, you could just as well use the
toolbar.²
