galeon 1.3.9 and stylesheets

I couldn't find anything on bugzilla.gnome.org on this.  Is this a bug, a
compilation problem or a configuration (RTFM!) issue?

Galeon 1.3.9 appears to be having some problems picking up and using style
sheets from an external css file.  Mozilla 1.4 has no trouble with the
same pages.  A sample page would be <http://www.fmp.com/fmp/services.php>. 
Fonts on the page are spec'd in the external stylesheet as "sans-serif". 
Galeon 1.2.5 on another box has no such problem.  The fonts are available as
resources, and come through if they're spec'd in a the face attribute of a
font tag, but not if they're used in the class attribute in reference to a
style in an external style sheet.

If this ought to be reported as a bug I can research it further and report
it in more detail.  If so, is bugzilla.gnome.org the place to post it, or is
there something more specific to galeon?
