That is intentional, the idea being that there really shouldn't be difference between closing the last window and closing any other window. This way you can be certain that the session won't be affected when you just close a window¹ and the session will be saved when you explicitly quit. 1. Just imagine having a window full of tabs and you're assuming the window in front of you is the last one, close the window expecting the current load of tabs being saved in the session -- only to soon notice that somehow, somewhere you had misplaced another window.
