It was not intentional, it just happens the tarball was first made on a
system that had upgraded to intltool 0.28 without realizing it requires
some modifications to the makefiles.  Fixed tarballs just used older
intltool instead, no changes in any files, 'make dist' was simply run
again.

If I've understood it correctly, building from tarballs doesn't require
intltool, proper version should be included.  For CVS I think it's
gnome-common that has some requirement for intltool version (0.27.2 as I
recall)
