BUG REPORT: serious problems with cookie management

The options "Warn before accepting a cookie" and "Cookies expire at the
end of the session" under Preferences/Privacy/Cookies are completely
nonfunctional. Neither of these actions ever happens. This has been the
case for many, many versions.

I also have the impression that when the option "Accept cookies from
visited site only" is selected, other cookies sometimes sneak in anyway,
although I cannot reproduce this at the moment.

These are serious defects, given the widespread use of cookies for
internet monitoring and surveillance, by corporations and other
entities. I had assumed that I had dealt with this problem by selecting
these options, and was alarmed to later discover that this was not
correct.

I realize that this may be a Mozilla issue. It seems as though it ought
to be fairly simple to fix, if one knew where to look. When I first
discovered this bug, I assumed that it would go away in the next
version. It did not. I suggest that if it cannot be fixed in the near
future, these configuration options be removed. As it is now, they do
nothing except provide a false sense of security.
