The place for *user* changes is user.js.  prefs.js is overwritten
arbitrarially by the browser.  user.js trumps prefs.js IIUC.

Repeating:

   DON'T MODIFY prefs.js.  MAKE CHANGES TO user.js INSTEAD.


And WRT GNOME:  there's the added bonus feature that some user.js
settings are ignored by GNOME.

Well.  The starting point for a project is an actionable specification.
Needn't be correct or final, even.  But "try foo" is a signficant
improvment over "do this differently".  Not that _I_ would ever say
something like that.

Anyhow:  a list of styles to apply, and particularly, the ability to
apply mutliple stylesheets concurrently, would be a step in the right
direction.  Ditto specifying a sheet for given pages.  Developing the
stylesheets themselves becomes a separate issue.
