Well, we very much wanted to avoid having a klunky
conditional mechanism like this, so what we settled on
was that you could toggle save-on-quit, but then *not*
save if you close the last window and don't explicitly
quit.

So, if you want to save, you choose the quit item and
if you don't want to, you choose the close item.
